I. Read the first and last paragraphs.

Answer the following questions:

1. What is the problem or need?
2. What is the proposed course of action?
3. How does the proposed action address the need?

II. Read the rest of the paper.

Do the following.

1. First: Underline the main idea or thesis of each paragraph
2. Second: Look at the underlined sentences/ideas. Do the main ideas of each paragraph support the author's goal? How might they be reorganized to be more effective? (That is, should any of the paragraphs come earlier/later?) If you think a paragraph should be moved, draw an arrow to its new location.
3. Third: If there are any other considerations that you think might help the author, please write them down!
